A money transmitter license application requires dozens of documents and disclosures across business, financial, compliance, and ownership categories. Here is the complete checklist of what to prepare before you apply.

Money Transmitter License Application Checklist: What to Prepare

money transmitter license application is one of the most document-intensive regulatory processes a fintech will encounter. Most applications require submissions across multiple categories — business and corporate documents, financial statements, compliance program documentation, individual background disclosures, and more — and missing any required item can delay or derail your application.

This checklist covers the core documents required for most state MTL applications. Always verify the specific checklist for each state you are applying in through NMLS or the state regulator directly, as requirements vary.

Business and Corporate Documents

☐ Certificate of formation or incorporation — articles of incorporation or articles of organization from your state of formation

☐ Certificate of good standing — from your state of formation, typically issued within 60 to 90 days of application

☐ Certificate of authority or foreign qualification — for the states where you are applying (if you are not incorporated there)

☐ Operating agreement or bylaws

☐ List of all DBAs and trade names

☐ EIN confirmation letter from the IRS

Ownership and Control Disclosures

☐ Organizational chart showing ownership structure — for each entity in the ownership chain

☐ List of all direct and indirect owners with ownership percentages

☐ List of all executive officers and directors

☐ Management chart and key personnel bios

Background Investigation Documents

☐ Individual background forms for all required principals — varies by state but typically all owners above 10-25% ownership and all executive officers and directors

☐ Fingerprinting — many states require FBI background check fingerprinting through approved vendors

☐ Personal financial statements for principals

☐ Credit reports — some states require credit reports for individuals

Financial Documents

☐ Audited financial statements — most recent fiscal year, GAAP-compliant, prepared by an independent CPA. For new companies, inception-to-date statements or capitalization statements may be accepted in some states.

☐ Interim financial statements — some states require recent interim financials in addition to the annual audit if the year-end date is more than six months past

☐ Proof that net worth requirements are met — calculated from your audited balance sheet

Surety Bond or Security Device

☐ Surety bond in the required amount for the target state — issued by a surety company licensed in the state. Bond amounts vary by state and in some states are set by the regulator based on your volume and risk profile.

See our article on surety bond requirements for detailed state-by-state bond amounts.

AML and Compliance Program Documentation

☐ Written AML/BSA compliance program — policies and procedures covering KYC, transaction monitoring, SAR filing, OFAC screening, training, and independent testing

☐ AML risk assessment

☐ Name of designated BSA/compliance officer

Business Plan and Operational Documents

☐ Business plan — description of your products and services, target customers and markets, transmission volume projections, and operational infrastructure

☐ Description of your technology platform and security controls

☐ Sample customer agreements and disclosures

☐ Consumer complaint policy and procedures

Application Fees

☐ Application fee — varies by state, paid through NMLS at the time of application submission. Initial application fees typically range from a few hundred to several thousand dollars depending on the state.

NMLS Account

☐ NMLS account created for your organization — required for most state MTL applications. If you do not have an NMLS account, create one before beginning the application process.

Frequently Asked Questions

Are all of these documents required in every state?

No. Requirements vary by state. Some states require all of the above; others require a subset. Always review the specific NMLS checklist for each state you are applying in. The checklist above represents the most commonly required items across states — it is not a universal list.

How far in advance should I start gathering these documents?

Start 3 to 6 months before you intend to submit your first application. The longest lead-time items are typically the CPA audit, background investigation fingerprinting and processing, and obtaining certificates of good standing and foreign qualification in target states. These cannot be rushed and must be in order before you submit.
