How Long Does MSB Registration Take?

One of the most common questions about FinCEN MSB registration is how long the process takes. The answer is significantly faster than most compliance processes — and understanding the timeline helps you plan correctly from the moment you establish your business.

The Actual Registration Process: 30 to 60 Minutes

The FinCEN MSB registration process itself — completing the RMSB form through the BSA E-Filing System — typically takes 30 to 60 minutes once you have all required information gathered.

Unlike state money transmitter licensing — which can take 3 to 24 months — there is no application review period, no waiting for approval, and no back-and-forth with regulators. Registration is effective the moment you submit.

This is one of the few compliance steps where "how long does it take" is measured in minutes rather than months.

The 180-Day Deadline: When You Must Register

The more important timeline question is not how long registration takes, but when you must complete it.

Most MSBs are required to register with FinCEN within 180 days of establishing the business. For a new fintech, this means the clock starts running on the date you establish your business — not the date you launch your product, not the date you onboard your first customer, and not the date you realize you need to register.

180 days is approximately 6 months. This is not a long window. Many fintechs are still in product development at the 180-day mark — which means if you have not already registered, you are at risk of missing the deadline.

The practical advice is to register as early as possible — ideally in the first weeks after establishing your business — rather than waiting until you approach the 180-day deadline.

What Happens If You Miss the Deadline

Operating as an unregistered MSB after the 180-day window is a federal crime under the Bank Secrecy Act. Consequences include civil money penalties of up to $5,000 per day for each day of non-compliance and criminal penalties for willful violations including potential imprisonment.

If you have missed the 180-day deadline and have not yet registered, the right approach is to register immediately and seek qualified legal counsel about the implications of the late registration.

The Two-Year Re-Registration Cycle

FinCEN MSB registration is not a one-time event. MSBs are required to re-register with FinCEN every two years from the date of initial registration.

The re-registration window is the 180-day period ending on your two-year anniversary. Submitting re-registration at any point during this 180-day window — including early — is acceptable. Missing the window entirely is a BSA violation.

Add your re-registration deadline to your compliance calendar the moment you complete initial registration. This is one of the most commonly missed ongoing compliance obligations for MSBs.

For a fintech that is just getting started, the registration timeline in context looks like this.

Day 1 — Business established. 180-day registration clock begins.

Day 1 to 30 — Ideally complete FinCEN MSB registration in this window.

Day 1 to 180 — Maximum window to complete registration without a violation.

Month 6 to Month 12 — Build out your full BSA/AML compliance program. Pursue state money transmitter licenses.

Year 2 — Re-registration window opens 180 days before your two-year registration anniversary.

Does FinCEN confirm my registration by mail or email?

No. FinCEN does not send a confirmation letter or email after registration. Your confirmation number from the BSA E-Filing System submission is your proof of registration. Save this number. Your business will also appear in FinCEN's public MSB registrant database after registration, which you can verify by searching at fincen.gov.

Can I register before I have my first customer?

Yes — and this is the recommended approach. You can and should register as soon as your business is established, before you begin serving customers. Early registration protects you from inadvertently crossing the 180-day deadline.

Does my two-year re-registration clock restart from the date of re-registration?

No. The two-year cycle is calculated from your original registration date, not from the date of each re-registration. Your re-registration anniversary date stays fixed regardless of when within the 180-day re-registration window you submit.
